It differs from individual to individual. Drug abuse is more about the consequences of drug use, rather than the amount and frequency of drug consumed.

A plethora of social problems such as violence, stress, child abuse, and drugged driving arise as a result of substance abuse. It leads to problems at work, crime, and homelessness. It destroys relationships and families. There are numerous ways to treat drug abuse, but the best way is to prevent it in the first place.
